Andrew S. Miller is counsel at Robson & Robson, P.C. He focuses his practice on complex commercial litigation, including disputes arising from corporate mergers and acquisitions, private equity investments, and shareholder disputes. He also has extensive experience in products liability and mass torts litigation. He has litigated cases in Federal and state courts across the United States at the trial and appellate levels.
Andrew has broad knowledge of Pennsylvania administrative law, having served as a lawyer for the Pennsylvania Department of Human Services where he represented the Commonwealth’s Medicaid program, investigating fraud and abuse, trying administrative appeals, and negotiating rate appeals with providers. Prior to public service, he worked for two AmLaw 100 firms where he focused his practice on complex commercial litigation. He also served as the General Counsel and Chief Compliance Officer of a start-up health care company.
Prior to entering the law, he served as a United States Foreign Service Officer in the American Embassy in Israel and in the Office of the Assistant Secretary of State for East Asian and Pacific Affairs.
A jury consists of twelve persons chosen to decide who has the better lawyer.

Represented Pennsylvania Medical Assistance program, in cooperation with U.S. Attorney’s Office, in investigation of Medicaid provider who violated False Claims Act and Medical Assistance billing regulations, resulting in substantial recovery for Commonwealth and United States.
Represented Commonwealth of Pennsylvania in defeating putative class action seeking over $40 million in retrospective liability that challenged the revision of rates for certain disability payments.
Represented Pennsylvania Medical Assistance program against appeals filed by Philadelphia-area’s largest health systems who challenged Pennsylvania’s recoupment of payments for medically unnecessary hospital admissions.
Represented Pennsylvania Department of Human Services in appeals filed by providers of services to intellectually disabled persons who claimed Department’s regulations did not authorize its method of setting reimbursement rates.
Represented hospital in lawsuit that successfully enjoined anesthesiology practice group from establishing outpatient surgical center that would have competed with the hospital in violation of their exclusive provider agreement.
Represented limited partners in internal investigation that resulted in termination of general partner which embezzled partnership assets, made unauthorized foreign investments, and engaged in self-dealing transactions.
Represented officers of healthcare company in internal investigation of charge of sexual harassment brought by the United States Equal Employment Opportunity Commission (EEOC).
Represented venture capital fund in obtaining preliminary injunction against officer of portfolio company who engaged in self-dealing with respect to his employment contract and theft of company’s intellectual property.
Represented law firm that allegedly conspired with the sole shareholder of multi-million-dollar company who allegedly breached fiduciary duties owed to company’s bondholders by selling assets of company.
Represented an international company in defense of products liability lawsuits filed in Federal and state courts nationwide alleging that the company’s herbal weight loss supplements caused cardiovascular injuries to consumers.
Represented insurance company in dispute over policy holder’s uninsured and underinsured motorist benefits and won declaratory judgment against policy holder after a trial in Federal district court and successful defense of policy holder’s appeal to the U.S. Court of Appeals for the Third Circuit.
Represented plaintiff in trial in Federal district court who was subject to excessive use of force by law enforcement officers in violation of 42 U.S.C. Section 1983.
Represented company in U.S. Court of Appeals for the Third Circuit in suit filed by former employees whose claims for healthcare benefits violated the substantive due process clause of the United States Constitution. Filed amicus curiae brief in the United States Supreme Court on case posing similar issue.
Represented private equity fund in action against sellers of company that inflated company’s profits by conspiring with foreign manufacturer.
Represented physician against his former medical practice group for breaching his employment agreement, fraudulently inducing him to purchase shares in the practice group, and defaming him. Defended the physician against counterclaims asserting that he allegedly breached a covenant not to compete.
Represented world’s largest manufacturer of tobacco products against claims by the Pennsylvania Attorney General who sought to recover the costs of treating smokers paid by the Commonwealth’s Medical Assistance program.
Represented laser company in suit to enforce rights that former joint venture partner granted it and to enjoin a second company from claiming rights under the license agreement.
